Public pension plan funding is a topic that is receiving significant attention, not only in the actuarial profession, but broadly in the public media.

In 2013, to help further the dialogue on issues related to public pension plans, the Society of Actuaries commissioned a multidisciplinary blue ribbon panel to consider underfunding in public pension plans and make recommendations as to how governments can more securely fund plans going forward and improve plan management. This resulted in the Blue Ribbon Panel Report published in February 2014.

Additionally in 2014, the Public Plan Community of the CCA published a white paper on Model Funding Policies for Public Plans. The paper seeks to provide a framework for actuaries and retirement boards to consider in setting funding policy. In particular it focuses on the elements and choices that need to be made when following the principles of the level cost actuarial model for public pension funding.

While covering similar topics and principles, the papers also reach different conclusions in some areas. During this free webcast the speakers discuss the respective reports, where they agree and where there are differences in conclusions. In addition, the speakers discuss the solutions that each paper presents to the public and how their conclusions might inform future practice.
